   Neighbourhood Plan    November 9, 2017

In September 2017 Wickersley Parish Council took the decision to produce a Neighbourhood Plan for th whole of the Parish area.

The Parish Council took that decision because it will allow the local community to shape development and influence planning in our area.  Neighbourhood Plans form part of the statutory development plan and the policies contained within tem are then used during the pocess of determining planning applications.

However it must be noted that the policies contained in a Neighbourhood Plan have to accord with national planning policies and those contained within the Rotherham Local Plan.  It would build on those policies and cannot block development that is already part of the local plan.

Once produced Neighbourhood Plans go through independent examination including a community referendum that is held at the end of the process.  The referendum allows those that live in the neighbourhood area to decide whether or not the Neighbourhood Plan comes into effect or not; this allows direct democracy.

The initial view of the Parish Council is that the Neighbourhood Plan should cover the following matters: -

- The District Cene e.g. the appropriate range and proportion of different users; design of shopfronts, shutters etc

- Designation of Housing Character Areas with guidelines for future development

- The Historic Environment - policies for the Conservation Area and other heritage assets

- Priorities for infrastructure provision to support new development

- Protection of areas of high amenity value
